The Gambling and Lottery Regulatory Commission (CRAIL) approved the application for Billionare casino in Kyiv on April 5, 2021. A group of basement premises at level 1a of the 5-star InterContinental-Kyiv Hotel was approved for the placement of the object. The total area is 506.8 m2. Payment for the first license in the amount of UAH 72 million was made on April 20.

The preparations for the opening of the gambling house began in advance. To do this, on January 17, 2020, Billionare Casino Company was registered in the Ukrainian capital. The authorized capital is UAH 31 million. Its sole founder with a 100% share of ownership is Andrey Valeryevich Matyukha.

The businessman is the owner of the international company Favbet (established in 1999), which has licenses from regulators in Croatia, Romania and Belarus. In Ukraine, BC Favbet received a license from CRAIL to open a legalInternet casino. Andriy Matyukha was a member of the working group on the development of a law on the legalization of gambling business in the country.
