Russian ludomaniacs were forbidden to put themselves in the stop lists of casinos

The Council under the President of Russia on Codification and Improvement of Civil Legislation considered a proposal to voluntarily include Russians in the stop lists -lists of casinos and other gambling establishments. Officials did not support the initiative, saying that there are other ways to fight addiction.
Chairman of the council Pavel Krashennikov pointed out that there are provisions in the Civil Code that allow establishing guardianship over dependent citizens. In this case, a person is recognized as having limited capacity and will be allowed to control only small household transactions. The remaining actions will have to be coordinated with the trustee, who will manage, among other things, the income and expenses of the gambling addict.
In addition, trustees may send notices to gambling establishments stating the citizen's limited legal capacity. This will prevent the addict from participating in gambling.
The Council noted that the explanatory note to the bill does not show that gamblers are trying to limit their access to gambling on their own. There was also criticism of the paragraph of the draft law, according to which a Russian can withdraw his application a year after its submission.
