On March 4, the Verkhovna Rada of Ukraine (VRU) at its regular meeting considered and voted for a number of bills. Three of them directly related to the sphere of gambling business legalized in the country. The main initiative, number 4351-1, was to give the Finance Committee the status of the main body that would form the membership of the Commission on the Regulation of Gambling and Lotteries (CRAIL). As a result, the deputies failed the vote and did not support the proposed document.

In the explanatory note to the bill, it was stated that its provisions provide for giving the entire initiative to form the CRAIL competition commission into the hands of the Financial Committee. Further, the composition of the department was supposed to create the structure of the authorized body.

At the same time, the current legislation interprets the procedure for the competitive selection of members of CRAIL in different ways. On the one hand, this should be done by the Cabinet of Ministers of Ukraine, which can attract experts from relevant areas and narrow specialists to the Commission. On the other hand, this responsibility falls on the shoulders of a separate division of the highest echelons of state power.

Note that the people's deputies of the Verkhovna Rada also did not adopt two related bills on the formation of the composition of the Ukrainian regulator of the gambling industry under the numbers 4351 and 4351-2 . Earlier, the Verkhovna Rada Committee strongly recommended that people's deputies support this initiative and take it as the basis of a new document.

Note that the fact of the creation of the Commission for the Regulation of Gambling and Lotteries was approved on September 23 last year. The regulator should include 230 members. Ivan Rudoy was elected the head of the organization. The main task of CRAIL is to consider applications of licensees, issue relevant permits and suspend their actions within the jurisdiction of Ukraine.
